FCA vs FBA — Understanding the Difference
These are two distinct assessment types with different purposes, different clinical processes, and different NDIS applications. Both can be completed by a qualified developmental educator.
Functional Capacity Assessment (FCA)
Purpose
Documents what someone can and cannot do across the domains of daily life — the breadth and extent of functional impact of their disability.

Evidence for NDIS planning decisions: justifying funding, supports, and the overall level of reasonable and necessary assistance required.

Functional Behaviour Assessment (FBA)
Purpose
Investigates why specific behaviours are occurring — the antecedents, functions, and context of behaviours of concern — to inform targeted support strategies.

Understand and respond to behaviours compassionately and effectively. Contribute to a Behaviour Support Plan (lodged by a registered PBS practitioner).

I-CAN v6 AND
NDIS REFORM
The NDIS is introducing a new support needs assessment framework — the most significant change to how NDIS plans are built since the scheme began. Here is what we know, what it means for you, and what you can do to prepare.

Why Use the I-CAN?

The assessment is completed via an online tool so can be accessed anywhere with internet access. No need for paper manuals or forms.
What is I-CAN v6?
The Instrument for Classification and Assessment of Support Needs, version 6 (I-CAN v6) is a standardised support needs assessment tool developed over more than 20 years by the University of Melbourne and the Centre for Disability Studies. The NDIA describes it as the gold standard of available, validated needs assessment tools.
I-CAN v6 is not a medical examination or diagnostic test. It is a structured conversation between a participant and a trained, accredited assessor. It focuses on the support a person needs in daily life — how often, and how intensive — rather than on functional impairments alone. It is strengths-based and built on the ICF framework.
The assessment covers 12 life domains and typically takes around 3 hours, which can be split across multiple meetings. It considers not only the person's individual characteristics but also their living arrangements, environment, informal support network, and personal circumstances.
